The dense suburban development that built this neighborhood through the 1960s and 1970s used concrete slabs as the standard foundation approach on the flat Valley floor. The 1994 earthquake is relevant in crawl spaces as it is elsewhere in Northridge. Foundation work and crawl space access during post-earthquake repairs may have disturbed existing vapor barriers, partially displaced them, or introduced materials that require assessment. A crawl space barrier that was last examined in 1994 may have deteriorated significantly in the intervening decades.

Northridge is in LADWP territory. When vapor barrier installation is paired with insulation as part of a crawl space upgrade, the insulation component may qualify for LADWP residential energy efficiency rebates.
California building code requires vapor barriers in crawl spaces. Northridge falls under the City of Los Angeles’ jurisdiction. Installation of a vapor barrier in an existing crawl space typically does not require a permit. Projects including structural repairs may require one.
We begin with a crawl space inspection assessing moisture conditions, the current barrier, if present, drainage concerns, and pest activity. We document findings before recommending the appropriate scope. Deteriorated existing barriers are removed before new material is installed. New barrier material is rolled across the full crawl space floor, lapped a minimum of 12 inches at seams, sealed with appropriate tape, and secured at the foundation walls.
We install 10-mil to 20-mil reinforced polyethylene vapor barriers. Heavier material is specified for rough soil conditions, significant moisture history, or pest activity history. All seams are lapped and taped. We do not install barriers with unsealed seams.
Vapor barrier installation takes three to six hours for a standard crawl space. Projects with preparation work take longer. Work is below the home with minimal interior disruption.
Yes. Soil moisture from irrigation, seasonal rainfall, and the clay-heavy Valley soils creates ongoing vapor movement that a properly installed barrier manages. The dry surface conditions do not reflect what is happening below the floor assembly.
Yes. Foundation work and crawl space access during post-earthquake repairs may have disturbed or displaced existing barriers. Any crawl space accessed during earthquake repairs and not re-examined since is worth inspecting.
Visible deterioration, tearing, or gaps; a persistent musty odor from the floor, or pest activity that has disturbed the barrier are the main indicators. Any barrier that has not been inspected in more than 15 years should be assessed.
For most Northridge crawl spaces, a 10-mil reinforced barrier is appropriate. For those with significant moisture history, rough soil, or pest activity, heavier material is the better specification. We recommend the right product during the assessment.
